FSD v15: genuine progress, one embarrassing incident and a hardware catch

Tesla briefed JPMorgan in Fremont on 20 August, describing FSD v15 as a step-change improvement built on seven core technologies, with roughly 40 per cent of the Austin robotaxi fleet already running the software. Alongside v15, Tesla is rolling out an AI4.5 chip offering around 10 per cent more compute and twice the memory of the AI4 used in the current HW4 computer.

Two days before that briefing, on 18 August, an unsupervised Tesla Robotaxi in Austin drove through a set of bollards. The vehicle sensed them, stopped briefly, then pushed through. The incident came weeks after a Tesla AI executive publicly described the fleet's safety record as impeccable with zero notable incidents. Tesla has not issued a formal statement on the bollard case.

On Nevada, the state's Transportation Authority has approved a permit for up to 5,000 Tesla robotaxis in Clark County; commercial rides were expected within roughly 30 days of the August approval. The 5,000 figure is a ceiling, not an immediate deployment — inspections, insurance filings and fare approval remain pending, and Tesla has said it will scale gradually.

Buried in the JPMorgan news is the hardware catch that matters most to existing owners: vehicles with the older HW3 computer — most Teslas built before late 2023 — receive FSD v14 Lite rather than v15. There are also emerging reports of rising HW3 hardware failures since the v14 Lite rollout.

While Tesla headlines filled the week, China quietly crossed 1.8 million city-NOA installations

The figure that dominated China's ADAS conversation in August 2026 was not about Tesla: 1.802 million vehicles were fitted with city NOA capability in the first half of the year, representing 20.9 per cent of all new Chinese EV registrations. In the premium segment — vehicles priced above 200,000 yuan — city-NOA penetration is already at 47.1 per cent. In the 100,000–200,000 yuan band, 7.6 per cent. Below 100,000 yuan, only 1.6 per cent — but that number is about to move.

The most consequential development for the budget end of the market arrived on 10 August: Dongfeng Liuqi's Xinghai V6 went on pre-sale at 89,900–124,900 yuan (approximately £10,200–£14,200). It is the first car priced under 100,000 yuan to include Huawei Qiankun ADS 5.0 as standard equipment. The system is LiDAR-free — ten cameras, twelve ultrasonic sensors and three millimetre-wave radars — but covers highway NCA, city lane-centring plus and over 160 parking scenarios. From Huawei ADS signing to production roll-off took around two months.

Beyond the budget breakout, there is a telling signal from the joint-venture world. Mazda's CX-6e, built with Changan, has been refreshed with a roof-mounted LiDAR and highway and urban NOA from 160,000 yuan. That a European-badged JV car is now adopting the Chinese ADAS stack rather than waiting for Western alternatives illustrates the pace of the field's development.

Cameras only versus LiDAR: Waymo clarifies the fault line

The Tesla bollard incident landed in the same news cycle as Waymo CEO Dmitri Dolgov's remarks at a YCombinator event, where he stated that cameras alone are insufficient for full self-driving and that sensor fusion — LiDAR, millimetre-wave radar and cameras working together — is necessary. That position directly contradicts Tesla's vision-only strategy, which Elon Musk has championed as the only scalable approach.

Waymo's safety record supports the conservative hardware case: its serious-injury rate is reported to be 94 per cent lower than human drivers. Tesla's Robotaxi accident rate in Austin, in its early commercial deployment, was running at approximately three times the human-driver rate, according to industry analysis published by Gasgoo in August 2026. These are early-stage comparisons with very different operating conditions, and should be treated with caution — but the directional gap is significant.

For context on how entwined these competitors actually are: Waymo has imported more than 3,200 EV van chassis from Zeekr (the Geely Group brand) since 2024, of which over 2,600 arrived in 2026 alone. Each chassis costs over USD 100,000 before Waymo's own sixth-generation autonomy hardware is fitted. The US government's tariff rhetoric around Chinese EVs has not so far prevented Waymo from building its robotaxi fleet on Chinese-manufactured platforms.

The honest UK read: what none of this changes — and one thing that does

The FSD v15 briefing, the Nevada expansion, the bollard incident and China's city-NOA boom are all genuinely interesting developments. But for a UK buyer deciding between a BYD Sealion 7 and a Tesla Model Y in the next three months, the practical implications are narrow.

FSD is not available in the UK in any meaningful form. Neither city NOA from any Chinese brand nor Tesla's FSD currently operates on UK roads. The hardware gap — Chinese EVs in the UK market (Leapmotor B10, BYD Seal, Omoda E5, Jaecoo 7) carry L2 lane-keep assist and adaptive cruise; the LiDAR rigs and city-NOA software stacks visible in Chinese brochures are geofenced to China — is well documented and will not change in the short term.

What does change for UK buyers is the HW3 disclosure. If you are looking at a used Tesla and it was built before late 2023, it has an HW3 computer. It will not receive FSD v15 — only the lighter v14 Lite version — and there are emerging reports of hardware failures as v14 Lite pushes older silicon harder. Ask about the hardware version before you sign anything.
